Half of Wheat Ridge's Homes Needed a New Roof After One Storm

On May 8, 2017, a supercell formed near Evergreen, descended through the foothills, and hit Wheat Ridge at the peak of its intensity. The largest hailstone of the entire storm, 2.75 inches across, was confirmed by National Weather Service spotters in Wheat Ridge just south of I-70. By the time it passed, roughly 7,000 of the city’s 14,000 homes needed roof replacement permits. The city flew in inspectors from California to help manage the volume. Its building official worked overtime for months. Inspectors were running 30 to 38 inspections a day each.

That storm cost $2.3 billion in metro-wide insured losses and remains the costliest hail event in Colorado history. Multiple meteorological and news sources called Wheat Ridge the bullseye and the eye of the storm. That is not a metaphor. The documented damage numbers back it up.

The 2017 event was the largest, but not the only one. A second major hail event struck in June 2018, while many Wheat Ridge homeowners were still in recovery from the previous year. Jefferson County had also been the epicenter of a $1.4 billion storm in July 2009. The 2017 storm reached Wheat Ridge with enough intensity to destroy 70 percent of the city’s municipal vehicle fleet and damage over 100 cars in a single hospital parking lot. 

Wind is a related but separate issue. Chinook winds descend from the mountains along the Front Range and hit the western suburbs hard. Wheat Ridge’s wind design requirement, 135 mph Vult, is one of the highest of any Jefferson County city and reflects the documented exposure this area sees. Shingles installed here must meet the ASTM ratings for that wind speed, which is why the city’s code requires six nails per shingle rather than the standard four.

At just over 5,400 feet, UV intensity in Wheat Ridge is meaningfully higher than at sea level. UV exposure degrades shingle granules faster at altitude. A roof in Wheat Ridge may age faster than its warranty years suggest based on lower-elevation comparisons. Permits, Inspections, and the 6-nail Rule in Wheat Ridge

Roof replacement requires a permit, and Wheat Ridge requires two inspections: a mid-roof inspection after tear-off and before new shingles go down, and a final inspection after completion. Both are enforced. After the 2017 storm, when the city was processing thousands of permits simultaneously, inspectors were still running both stages on every job. Inspection requests must be submitted through the OpenGov portal before 4 PM for next-day scheduling.

On the code side, Wheat Ridge adopted the 2024 International Residential Code effective January 1, 2026, making it one of the first cities in Jefferson County on the current code package. The roofing specs that matter most: six nails per shingle minimum, required, not optional. Ice and water shield required at eaves, extending a minimum of two feet inside the exterior wall line. Maximum of two existing layers before a full tear-off is required. Drip edge required at eaves. Shingles must meet ASTM ratings for a 135 mph Vult wind load.

The six-nail requirement is worth noting specifically. Most cities in the area require four nails per shingle. Wheat Ridge requires six. Given the documented wind exposure and the city’s position in the foothills storm corridor, the requirement is not arbitrary. A contractor who installs to the four-nail standard in Wheat Ridge is out of compliance, and the difference shows up when a Chinook wind event or another hail storm tests the installation.
